This paper aims to investigate the reasons leading to the abolishment of local SNSs. In 2010, there were about 500 local SNSs in Japan, but as of 2014, there are only about 260 SNSs. Furthermore, ac- cording to GLOCOM data for 2014, only about 170 of these are actually utilized. In addition to analyzing this decline, this research is intended to clarify the process which led to the abolition local SNS services. Although there are many existing studies which surveyed only a few areas regarded as successful examples, there is no research done on examples of failed SNSs. The author carried out a survey of local government staff about the local SNSs abolition process. The author categorizes the cause of the failures based on this survey. Reasons analyzed include budget screening, the time limit of business stipulated, and competition with existing ICT tools.

This paper aims to investigate the utility of Local SNSs and how they are managed by local governments. Recently, local SNSs have decreased. According to GLOCOM's research, the number of local SNSs was about 500 as of 2010, but as of 2013 the number of Local SNSs is about 300. In this research, the author carried out interviews with 13 local government employees. An analysis of these results shows that most of local governments did not participate in the administration of their SNSs.

This paper aims to verify the effectivity of Local SNS's management actors. The author empirically assesses the change of SNS user's text data. In this paper, two kinds of analyses were performed. Primarily, the measurement of happiness in SNS user's text data was conducted. Finally, a transition of original user's numbers who write a sentence or comment in local SNS was examined.

This paper aims to investigate what kinds of elements affect local government's information policy based on their web sites' analysis. We performed the logistic regression analysis focusing on two view points such as transparency and participation with the following four factors to investigate this issue; a ratio of population, a saturation level of broadband, a ratio of NPO per population, and a ratio of elderly people per population. The first result suggests that only environmental factors (a ratio of population and a saturation level of broadband) might affect a level of transparency in government's websites. The second result suggests that not only an environmental factor (a ratio of population), but also a citizen activity factor (a ratio of NPO per population) might affect a level of civic participation in websites.
