In 2004, it was proved by GIS specialists in industry-government-academic organizations that Geographic Information System (GIS) was a useful and valuable tool for natural disaster management when their GIS project aimed at recovering and reconstructing Chuetsu Earthquake in Niigata prefecture was succeeded. Since this project, we established the organization of social welfare activity, called "the GIS Disaster Information Volunteer", to provide the service for effectively reconstructing and quickly recovering the area damaged by the earthquake. This organization has tired a new approach and method for this disaster reconstruction by preparing and providing geospatial information from the outside the area of the damaged regions with Web-GIS technology. The GIS data used for this activity is created by the volunteers for this organization. In fact, this GIS volunteer activity has succeeded to provide the practical map of the earthquake damaged areas in Fukuoka, Niigata, and Ishikawa prefectures. In this paper, I introduce the current experimental activity for this organization including provision of the Blue Sheet Map utilized by aerial photos.
