The building of the Imperial Houshold Agency (KUNAISHO) was planned five times since 1879. The building planned at Fukiage was designed by the engineers of the Department of Public Works which were guided by J. Conder (1852-1920, M.R.I.B.A) in 1882. Also the building constructed on the ground below Momijiyama (completed in 1888) was designed by the engineers of the Department of Public Works in 1884, though it is known as Conder's design. Conder made the piling experiments on the ground below Momijiyama in January 1884, and described rational and utilitarian opinion in his report.
