Edmund Burke is generally recognized as the father of modern conservatism. For conservaties, he has been a continuing source of inspiration and a reservoir of ideas to counter the steady growth of radicalism and revolution since his day. As a conservative, what Burke had to conserve before everything else was the British Constitution. It seemed to him the best of constitutions. He did not regard the British Constitution as perfect, but he looked upon it as perfect for Englishmen. The purpose of this study is to clear the conservative political thought of Edmund Burke by considering his "Speech to the Electors of Bristol" and his plan for Economical Reform.

Flowability is one of the most important parameters of pharmaceutical powders during the handling and preparation of solid dosage forms. It is especially important to characterize the very poor flowability that some herbal powders show. In this study, the flowability of a traditional herbal powder formulated as an antitussive and expectorant was examined. This formulated herbal powder and two excipient powders, precipitated calcium carbonate and anhydrous dibasic calcium phosphate, were evaluated using two instruments. A shearing test, a wall friction test and a dynamic flowability test were performed with Powder Rheometer FT4 (Freeman Technology, Tewkesbury, UK). Internal friction and wall friction were measured. BFE (basic flow energy), SI (stability index) and FRI (flow rate index) were also measured. Angle of repose, bulk density, tapped density, angle of spatula and cohesiveness were measured with a Powder Tester (Hosokawa Micron, Osaka, Japan). The results were used to calculate Carr's Index values and compressibility, which in turn revealed that this herbal powder had poor flowability.The other aim of this study was to develop a new method of evaluating the flowability of powder through a medicine spoon. Two evaluation methods, the spoon-tap test and the consecutive medicine spoon test, were developed to design a new medicine spoon for the herbal powder. The results of these tests indicated that a polyethylene medicine spoon with holes at the bottom could reduce the adhesiveness to a medicine spoon of the formulated herbal powder.

2007 年に,宮本は,咽頭後壁を丹念に視診する事により,インフルエンザ濾胞を発見し,インフルエンザを早期に診断する事が可能である事を示した19).2009-2010 年の A/H1N1 2009 死亡者は,米国で約12,500 人に対して,日本では 198 例のみで (死亡率:約1/25),世界各国の中でも,日本での死亡率が非常に低かった.本邦の例では,発症後 12 時間以内に 3 割,24時間以内に 7 割,48 時間以内に 9 割がノイラミニダーゼ阻害薬を開始していたが,他国では 48 時間以内の同薬剤投与は 1 割である.早期診断と適切な治療の開始が生死を分けていると言える.Miyamoto らは,2009 年 8-10月の A/H1N1 2009 の 23 例について,観察者間のデータ信頼性 (κ) を示し,「インフルエンザ濾胞」 が従来の迅速検査に比べ感度・特異性も高い事を示した (第一期) 4).本稿では 2009 年 11 月から 2010 年 1 月 (第二期) のインフルエンザ患者 87 例について (第一期と第二期を合わせ110 例) 検討した.2 歳~82 歳 (17.7 ± 13.1 歳,中央値 14 歳) の患者が (発熱から受診までの時間が 1~48 時間,11.8 ± 8.4,中央値 12 時間),超急性期の 3 時間以内が16 例含まれる中で,インフルエンザの診断が可能であった.87 例中,初診日迅速検査陰性が 10 例,この内 8 例は初診から 2 日目に迅速検査が陽性となり,2 例は 3 日目に陽性となった.87 例中,初診日にインフルエンザ濾胞を認めない患者が 1 例あった.第二期の症例の中で,発熱から 3 時間以内という超早期の患者を診察するようになった結果,従来の Definitive influenza follicles よりも更に小さい微小な濾胞が観察された.インフルエンザ濾胞は,迅速検査が陰性の超急性期であってもインフルエンザの診断が可能であった. 理学的所見は,臨床検査・機器の進歩の中においても不変的に重要である.

宮城県北部に位置する伊豆沼・内沼(38˚43’N,141˚07’E)で,2018 年7 月24 日にタナゴAcheilognathus melanogaster を捕獲した.2006 年以来12 年ぶりの再確認であった.タナゴは東日本の太平 洋側を分布域とする在来種で,宮城県では絶滅危惧Ⅰ類(CR+EN)に選定されており(宮城県環境生活部自然保護課 2016),それぞれの地域個体群の保全が重要となっている(Nagata et al. 2018).伊豆沼・内沼では防除活動によるオオクチバスの減少にともない,魚類相の回復が始まっており,今回の再確認は防除活動の成果の一つだと考えられることから,その状況について報告する.

The food stamp program (also known as the Supplemental Nutrition Assistance Program: SNAP) has been an integral part of American social welfare system since its inception in the 1960s. By providing food-purchasing assistance for low income families, it has saved millions of destitute people, especially children, from malnutrition and hunger. In the aftermath of the 2008 recession, the number of food stamp recipients has reached a record high and it has become the "last resort" safety net for those who lost jobs. Even after the U.S. economy regained the pre-recession level, more than 10% of the nation's population has been benefiting from the program. In recent years, this rapid expansion has made the food stamp program a target for criticism among budget-minded conservative Republicans and they have explored the possibility of cutting its benefits. However, since the food stamp program is administered by the Department of Agriculture under the Agricultural Act, in order to scale it down, critics have to confront various interests. Influential agricultural lobbies represent large-scale commercial farms and agribusiness. Food and beverage companies and retailers are also opposed to the cutbacks of food stamps. As a result, aside from minor budgetary changes, the food stamp program has not been changed to date. This article examines the recent controversy over the food stamp reform and explores the difficulties that conservative Republicans faced in Congress when they tried to remove food stamp program from the Agricultural Act of 2014. By focusing upon the debate in the 113th Congress, this article demonstrates that the food stamp program cannot be changed as long as conservative Republicans adhere to the principle of fiscal conservatism and fail to negotiate with agricultural and commercial interests which support the program.
