Former U.S. President James (Jimmy) Earl Carter, Jr. won the Nobel Peace Prize on October 11, 2002 for his "untiring effort" to find peaceful solutions to international conflicts. This article explores: 1) Mr. Carter's guiding principle that conflicts must, if possible, be resolved through mediation and international cooperation within international law; 2) a case study of the historical record of the Haiti incident in 1994 with reference to the free-lance diplomacy of the former President; and 3) how Mr. Carter, the first U.S. President to visit Hiroshima, views postwar Japan and U.S.-Japan relations.
