An comprehensive social security indicates the living condition that should be done to the necessity is securedto achieve better life (well-being) through life of making a long life. And,when thinking about the achievement under the environment of the global cooperation in the future,the security system should assume "Symbiosis" and "System of mutual help" to be a principle.It is necessary to do to the construction of in addition,the best inclusive social security system that adjusts in the 21st century" based on the following three elements.Development that centers on Basic Human needs (Essential Human Needs) and human.It is a globalization of human's security.The following six security areas which is composed of the pension,the medical treatment for health,welfare,employment,education and environment.
