This study investigates the efforts of the Japanese government and higher education institutions (HEIs) to attract more international students to Japan. Particular attention has been paid to measures to internationalize Japanese HEIs, advantages and disadvantages of HEIs having more international students and how HEIs can encourage international students to study in Japan. Surveys of all 781 HEIs and interviews with 6 representatives of HEIs were conducted. The results offer HEIs some effective measures, including increasing the number of specialists in international affairs, and providing information to prospective students about experiences of alumni who have studied in Japan and found good jobs after graduation. The findings also imply the need of the Japanese government and public organizations to be more involved and cooperate with HEIs in providing general information about life and society in Japan to international students.
