The foundation and development of the faculty of Literature and Politics Taihoku Imperial University is different from the Faculty of Law and Literature Keijo Imperial University due to the "Policy of Southern Progress" under the Japanese colonial period. It was a complicated process to set up the Department of Law and Literature Keijo Imperial University and the Department of the Faculty of law and political Taihoku Imperial University. By comparing with the system of Keijo Imperial University, this study shows that Governor-General of Taiwan had not been given the absolute power to make decisions. It is also shows how the imperial Japan set the lessons in the colonies to advance empire culture against Asian and the South Seas countries.
