In Tokushima, on February16^<th> 2005, Mayor Hara declared a "state of financial crisis." The text of this declaration mentioned a necessary strengthening of selfgovernance in the prefectural capital and the realization of positive improvement through cooperation with citizens while also emphusizing the importance of a stable financial basis. 「If financial matters continue to be handled in the same way, we will face, in the very near future, a serious degradation, which, in the case of a company, would mean nothing less than bankruptcy. This city's financial matters are truly in a state of emergency.」 With these words, Mayor Hara strongly tried to demonstrate to the people of Tokushima the absolute necessity of financial reform. In my manuscript, the analysis of the actual state of the financial problems and the definition of the problems which have led to their coming into existence are my objectives. There are discussions in Tokushima concerning reform and my analysis is necessarily conducted while the future course of reform is not yet decided. Documents such as recent financial data are employed. In order to analyze the refoums necessary for Tokushima's future, this paper discusses reform proposals, the organization of local government officials and recent reforms in Naruto City.
