As for the IT project, many researchers have been investigating the improvement of project standardization, the software requirements specification (SRS) and communication, and have been analyzing the critical factors of project failure. However, the project success rate is still quite low in 30% in the United States and in 15% in Japan. The authors have been paid the attention to the existence of respective negotiator between the vender's and the users, in addition to the factors assumed the failure causes. As a result, the tough negotiator "Betweenness centrality" existed in the success project and not clarified in the failure project.
