Roh Moo-hyun, a candidate for the Millennium Democratic Party, became President against Lee Hoi-chang, candidate for the Grand National Party, after the presidential election held on December 19th, 2002. Before the 15th president Kim Dae-jung, who was from the Honam region-from Pak Chung-hee in the 1960s up to the 14th president Kim Yong-sam, all the presidents were from the Yongnam region. And this had led people in the Honam region into disadvantageous situations in terms both of economy and politics. What is noticeable from the 16th presidential election, however, is the fact that Roh Moo-hyung is from the Yongnam region, unlike the previous ones, and that therefore, it is assumed that the electoral culture in South Korea, including "Regional Emotion" seem to have changed a great deal. In this paper, the author points out the characteristic features of the 16th presidential election in South Korea in terms of why that happened and of the electoral culture, by contrasting the 16th election with the previous ones.
