Since public planning process is now heavily depending upon government officials' personal experiences and skills, sharing knowledge and information of its departments is essential to encourage efficient and logical planning.This paper is focusing on profiles and promising advantages of a bland-new package system "KGM (Knowledge Government Manager) (TM)". KGM integrates major government information systems such as planning, budgeting, staffing and documents database, and also introduces analytical techniques (i.e. operations research). Through these, it is going to support local governments to improve efficiency and to reduce time and/or cost; furthermore, KGM ultimately aims to realize democratic society.
