In postwar Okinawa, labor movements composed main motivation for the autonomy of local population against the U.S. military occupation. This is not selfevident. Because for the authorities in Okinawa, labor movements was not just taken as targets to be oppressed, but as negotiating partners to build consensus on the present regime. This paper will arugue on the factors for whic the original intention failed to achieve and led to the direct conflict with the labor movements, in reference to the deficiency built in the governing structure of U.S. military occupation of Okinawa. History of Labor Movements in Occupied Okinawa国際自由労連, ICFTUP.W. Paul Wyatt Caraway
