It goes away after enforcing an employment insurance system on July 1, 1995. The employment insurance system has wound and many change qualitatively, quantitatively between about 10 years. although subscription was realized centering on the large-scale office for a common job worker in early stage of enforcement carrying out being realized it developed so that wages worker's front class might be included like. An employment insurance system has the meaning in respect of the correspondence of a social security-dimension to the social problem of the unemployment which cannot solve present age capital cautions. Therefore, this research gropes for the employment stable enterprise of the employment insurance system of our country, an occupation manpower development enterprise, and the method proposal of development depended for the ability seeing the actual condition and a problem well to an unemployment salary.

After 9.11 Terrorism in the United States in 2001, every countries and regions became markedly sensitive to terrorism. Global trades have also been forced to prepare strategies for terrorism. Under these conditions, the general assembly of World Customs Organization (WCO) adopted the "Basic Framework of Standards to Secure and Facilitate Global Trade" in June, 2005. In addition, Asia-Pacific Economic Cooperation (APEC) adopted the APEC Framework (Implementation of APEC Framework Based on the WCO Framework of Standards to Secure and Facilitate the Global Trade ) . This article analyzes the outline and background of the Framework of WCO, and discusses the practical experience of Japan on Authorized Economic Operators (AEO), the core of the Framework.
