Defamation on the Internet is becoming a more and more serious problem as the use of the Internet increases. While the spread of the Internet makes it possible for everyone to publish their message to the world, it has also caused a lot of damage by undesirable information.The issue of intermediary liability has been discussed since the 1990 s. The role of the intermediaries such as ISPs is particularly important because they could remove or block access to problematic information. On the other hand, strict liability on the intermediary could bring about chilling effects on free speech and lead to excessive behavior that might threaten the free speech and privacy on the Internet.The regime of intermediary liability varies from country to country because it is really controversial issue. This paper focuses on the intermediary liability and compares legal systems in the U.S., the EU, and Japan in order to provide suggestions for better solution.

Numerous surveys have revealed that the Taiwanese have a strong sense of affinity with Japan.However,although there are studies targeting people in their thirties and older,there are no studies targeting people in their twenties today.Therefore,this study aimed to clarify the factors that positively affect the image of Japan held by the Taiwanese in their twenties.This study consists of Study 1 and Study 2.Study 1 clarified how four factors,that is "family environment," "Japanese culture," "history education," and "image of China," foster positive images of Japan,using correlation analysis and multiple regression analysis.The results showed that the four factors are correlated with the formation of a positive image of Japan among the subjects.Additionally,it became clear that the three factors of "family environment","Japanese culture," and "image of China"have a causal relationship with the formation of a positive image of Japan.In Study 2,we interviewed eight Taiwanese in their twenties who had a positive impression of Japan.Based on the collected data,we conducted a qualitative analysis of the factors that most strongly influenced the subject's positive image of Japan,and how the above four factors were related to this formation.As a result,the following facts were clarified.First,Japanese pop culture such as anime and games had a great influence.Second,the influence of history education was weak.Third,the subjects formed a positive image of Japan under the influence of their family's daily activities,such as watching Japanese TV programs,using Japanese products,and using the Japanese language.Fourth,the subjects in their twenties judged their favorite Japanese towns based on their own experiences of visiting Japan and created their own unique perception of Japan.

A boy who lived in a poor area of China walked 4.5 km to school even on cold days. On a frigid day in 2018 winter, the boy had his hair and eyebrows whitened by frost when he reached the school. The teacher took the boy’s picture and posted it to social media. In the blink of an eye, the boy was nicknamed“Ice Boy” and became famous online. This paper focuses on the“Ice Boy” case and analyzes what kind of online public opinion was formed, and how it was formed on Sina Weibo. The analysis clarifies the following four points. First, the Chinese Communist Party’s official Weibo account,“@ People’s Daily,” played an important role in disseminating information about the“Ice Boy” case. Second, the “Ice Boy” case was related to the Chinese government’s education policy for poor areas. For this reason, @ People’s Daily delivered repeated news about the incident, following which the government announced a series of education policies for poor areas. @ People’s Daily took the initiative in forming public opinion by handling the case carefully. Third, the online debate expressed interest in and sympathy for“Ice Boy” while critically discussing the government policies. Fourth, @ People’s Daily did not address topics that could lead to the government’s criticism, such as the uncertainty in donation flows. In addition, @ People’s Daily positively evaluated the“Ice Boy” case and led to the formation of online public opinion.

This is a Japanese translation of nineteenth-century British philosopher Henry Sidgwick's article"The Theory of Evolution in Its Application to Practice,"published in the first issue of journal Mind in 1876.This translation could be of significance to Japanese readers at least in two points :(1)since Sidgwick is relatively unknown in Japan despite his importance in the history of Western philosophy,this translation may contribute to enhance his recognition in Japan ; (2)precisely understanding and overcoming his negative views on normative evolutionary ethics may serve to further develop the study of evolutionary ethics in twenty-first-century Japan.

R&D for artificial intelligence(“AI”)or usage thereof requires consideration on ethical, legal, and social implications (“ELSI”) because AI inherently contains dangerous characteristics such as uncontrollability, opacity, and unforeseeability. In this piece, the author tries to persuade readers to understand the necessity of ELSI through narratives and by focusing upon un-controllability of AI. He picks up some exemplary narratives from famous sci-fi films such as Robocop(Orion Pictures 1987)and 2001 Space Odyssey(MGM 1968). Also he shows some counter-measures against the un-controllability of AI.
