The subjunctive present that consists of the root form of the verb is mostly used in that-clauses (especially in American English) after verbs, adjectives, or nouns that express a necessity, plan, or intention for the future. Unlike in certain adverbial clauses, however, the indicative present is not used in those noun clauses. This paper attempts to explain this use of the subjunctive present from the semantic point of view.
