地方分権が進む中、理論的には自治体政策の形成と立案、そして決定において地方議会の役割が非常に期待されている。しかし、現実には地方議会不要論、それをトーンダウンした形の「議員定数削減」論、あるいは直接民主主義的な住民投票条例制定を求める運動が、各地に出てきている。それは地域における代議制デモクラシーの機能不全に失望したからである。しかし、地域から代議制デモクラシーを無くすることは不可能であり、また望ましくもない。ここに求められるのは、地方議会の改革である。そして、それは地方議会が実現すべき三つの価値、すなわち議会のアカウンタビリティ、レスポンシビリティ、レスポンシヴネスの価値を実現する方向の改革になるはずである。In Japan, municipal and prefecturel assemblies have been weak (since 1947),while governors and mayors have been strong. First, assemblies are not able tomake and evaluate policy, because of poor knowledge of skills and the policies themselves. Second, most assemblymen/women believe that their elections is only an advertisement of their personal character, not policy. As a result, the elections of local assemblies become noisy shows or 'popularity votes'. Citizens can't chose the policy programs that they need. Maybe decentralization in Japan means that local governments should make, implement and evaluate policies and programs. The key to decentralization is how assemblies get the abilities and possibilities for policy making and evaluation capabilities.
