When technical transfer is considered, the technology must conform to the needs of users. Inappropriate aids such as White Elephant and Cannibalism have been reported due to the mismatch of needs and technologies. Appropriate technology is an important idea, which enhances economic viewpoint. Benefit in terms of economics is defined as willingness to pay, then economic analysis compairs benefit and cost. Technical development means to increase benefit and reduce cost within affordable limit. Global target to halve the proportion without safe water was adopted at UN Millennium Summit. In order to achieve the target, appropriate technology must be employed.
