Based on the statistical data of 'Kokuei Koen Kanri-no-Gaiyo' , the annual report on the performance of park management in National Government Parks (NGPs), this study shows that events in Showa Kinen NGP were related to park development, the number of park visitors and social phenomenon. Events that met needs for park visitors were effective on the promotion of utilization both qualitatively and quantitatively. The quantitative promotion of utilization is to increase park visitors. The qualitative promotion of utilization helps to diversify how to use the park and to improve use of park facilities. Especially, it is confirmed that events contributing to the qualitative promotion of utilization are increasing after introducing in 1996 new project, "Yume Plan" . It was the project for making people's dreams come true supported by park managers m NGPs, such as individual event, workshop in relation to the park and citizen participation activity.
