This paper intends to clarify the process of enacting "Boshi-hogo hou (the public assistance law for mothers and children)" (1937) from the view point of the movement. The activism of the Maternal Protection Union (MPU) contributed to the enactment of the law. It was the Woman's Suffrage League of Japan (WSL) that led to the organization of the MPU. Therefore, I analyze the journals of the MPU and the WSL in order to clarify the process.
