In existing researches, it is said that Domiciliary Service Policy in Japan started from the home help service program in Nagano Prefecture of 1956 and in Osaka city of 1958. But, similar programs already were begun in Kyoto City and Takatsuki City at a simultaneous period. This article tries to search for the background of the domiciliary service policy introduction in Japan with a focus on these programs.
