Problems concerning working women and child-rearing, as well as economic problems, attract strong attention from the aspects of childcare, social welfare, clinical psychology and ethics. The social understanding of "child-rearing by mothers" as a private problem has deepened also as a public problem. The publication of "Collection of articles and documents on women's work before the war" is a result of my research to date, collaborative research with people involved in the Women's and Minor's Bureau. This is related to the analysis of the history of ideas of working women and child-rearing. In this present study, discussion is especially based on the viewpoint of the history of ideas in postwar Japan. Taking publicness and changing gender roles into consideration, I argue that the important viewpoints for analyzing reality include keeping an eye to human rights, citizens' and human dignity and grasping domestic and international correlative dynamics.
