The purpose of this article is to explain about the solatium for the victims of the Manchurian Incident and Shanghai 1932 Incident.There were a lot of victims of the Manchurian Incident and Shanghai 1932 Incident.While the Imperial Japanese government denied compensation to the victims of these incidents, the Japanese government did offer "solatium" to the victims. Especially notable is that the Japanese government gave solatium to foreign victims for the first time because Shanghai was an international city and there were many foreign inhabitants.The author also explains about the process of allowing solatium.
