[要旨] わが国の「政治改革」は, 一方において政権交代による民主党政権の誕生と「政治主導」の失敗, 他方においてその民主党から政権を奪い返した自民党第2次安倍政権の「政治的リーダーシップ」による集団的自衛権行使容認, という政治状況を招来した. 冷戦が終結した1989年は, 日本の「政治改革」がスタートした年でもあった. 爾来, 約四半世紀にわたり, 新しい政治の世界において取り組んできた「政治改革」は、「例外状態」を帰結するに至った。「異常事態」を予期させながら、「普通状態」を「例外状態化」しつつある政治過程は, 今後, 「新権威主義レジーム」を生成する可能性を胚胎しているのか. 本稿はこうした現代日本政治を省察する. [Abstract] "Political reform" of Japan have brought about the politics situation; in the one side, the birth of the Democratic Party government by the change of government and "political leadership" failed, in the other side, the right to collective self-defense use acceptance by "political leadership" of the second ABE government of Liberal Democratic Party which accomplished the government re-change from the Democratic Party. "The political reform" of Japan started when cold war terminated 1989. Thereafter "political reform" in the world of new politics came to the conclusion of "exception situation" for a quarter century. While ABE government creates "abnormality situation", and also while it replace from "exception situation" with "normal situation", we will encounter a possibility of the transformation to "new authoritarian regime" in future. This paper discusses such a modern politics process in Japan.
