近年、公文書管理への関心が高まる一方、私文書については、各組織のコレクション紹介や、私文書の中に残された公文書への言及は多いものの、私文書収集・整理・公開に関わる課題に関しては研究の蓄積が少ない。上記の問題意識のもと、本稿では、国立国会図書館憲政資料室の「憲政資料」の収集・整理・利用提供の現状を概観し、その上で、私文書収集・整理・公開の課題について、国立公文書館において2011年から開始された「法人その他団体又は個人」の寄贈・寄託文書の取扱いについての規則類を手掛かりとし、著作権法との調整、個人情報等への配慮といった観点から検討した。その上で、国立公文書館が、国の活動の記録としての公文書を利用に供することで、主権者としての国民に対するアカウンタビリテイを果たしていることをふまえ、国立国会図書館憲政資料室においては、国民への「図書館奉仕」の一環として、「憲政資料」を公開するとともに、国民の知的財産を利用に供することの意義を明示し、あるいは人権等に配慮が求められる資料であれば、非公開とする事由を示すなど、国の資料保存提供機関としてのスタンスをより明確化すること(「アカウンタビリティ」)が課題であると論じた。Recently, the public documents and records management has gathered much attention from the people in general. With this, many studies about it have been accumulated. On the other hand, about the personal papers and collections in each archive and library, there are not many researches which focus on issues about accession, cataloging and use of them, while there are many articles which introduce their historical value and rarity. Considering the above, this essay first gives an overview of some rules and process from accession to use of Modern Japanese political history materials ("kensei-shiryo",) in the Modern Japanese Political History Material Room, National Diet Library (NDL).Then it points out some issues on management of them which mainly connect with the handling of legislation for the copyright and the protection of the personal information, with referring the recent approach of the management in National Archives of Japan.Based on the above, this essay concludes that NDL needs to clarify its standard on management of the papers and collections as the national library offering library service to the public ("accountability'') like National Archives of Japan functions as the archive of records on past activities of government and it clarifies its accountability to
