[SUMMARY]Since 2010, the word "global talent," an educational slogan, has been booming in Japan. Expecting substantial educational effects of international education, the Japanese government has been strongly encouraging universities to send more students abroad to study by providing them with a huge amount of subsidies. As a result, the number of the Japanese students who go abroad to study has been increasing year by year, but more than 60% of them stay abroad less than a month. The purpose of this study is to clarify how less scientific and academic most existing research is when it comes to the educational effect of numerous study abroad programs, short-term ones in particular. This is because they are neither based on scientific evidence nor conducted using a scientific approach. This study also shows that the subsidies have been given to universities and students without economic rationality.
