It was rather strange situation that the Japan's 38th army which had deployed over the Indochina peninsula was, as the fact, protected against Anglo-American Array attack by General Jiang-Kai-Sheck. Because, Genralissimo (i.e. Jiang-Kai-Sheck) then asserted his war position's right that the battle field was belonged to China, and Anglo-American Arry should not be involved by themselves. Churchill and Roosevelt couldn't oppose it, although both leaders were in a great quandary. For Japan, the Indochina battle field, then, became safe and advantageous. Among that peculiar power balance, Japan had a rare historical option to realize its plan to support the independence of the European and American colonies in the all South East Asia, and Japan extended its South East Asian diplomacy to give them the diplomatic recognition by the European international law.

Through the period from the Hayashi to the first Konoe Cabinet, which was estabished in July 1937, although all successive ministers of finance propagated the need of the controlled economy, in fact, it appeared,their economic policy protected the free economy interests. On the other hand, the military required successive governments the stronger national defense. Then, in order to satisfy the both opposite requests at the same time, the first Konoe Cabinet wrote one scenario. The first Konoe Cabinet after its reshuffling established the two national investment companies in China, one was located in the northern part China, and another in the middle part both at the end of 1938. By the scenario, it was assumed that the two investment companies could absorb most of Japan's private capital on the one hand, and on the other hand could invest own capital in China aiming to make Japan's military influence prevail there.

The Governor-general Makoto Saitoh enthusiastically proceeded Korea election civil right movement in 1930 which had juxtaposing relationship with those movement brought up in Irish Free State(1921). What sort of political and international surroundings were there around Governor-general Saitoh to make its decision? Why did this policy stop before the half way? I observe the reason on the ground of Shidehara & Uchida diplomacy.

Then we find a historical fact that such kind of new war first occurred successfully by receiving a congratulatory telegram by the Pope, during war time, to the Americans domain Philippines in January 1944.

In the time of the Asian Pacific war, Prime minister Tojo positively started to connect a strong contact line with Vatican City Pope Pius XII by wire. Because, he thought it should be necessary to change the Great East Asian Prosperity Sphere's shape into matters of international law and justice.

When Britain and Iraq ceased the battle in May in 1941, and even when Britain and Soviet Russia cooperatively invaded Iran in August, Japan kept queer science. Britain and the United States suspected that Japan wasn't serious enough to deal with the alliance among Germany and Italy. Japan, instead, showed her strong interests to form an economic treaty with French IndoChina in 6th in May, and a trade treaty with Soviet Russia in 11th in June. The Anglo・Russo military treaty was formed in 12th in July, and Anglo・American・Russo Lend Lease Pact was effectuated from 1st in October. Those two treaties strengthened America's helping hand to Soviet Russia, but on the other hand, more and more weakened the security defense of the British territory in southeast Asia. In that situation, in order to defend the British territory in Southeast Asia, the United States was anxious to occupy Dutch IndoChina, but there was no "cause" for doing that. By the "hull note" in 26th in December, the United States intended to stop the realization of the "Japan・Chino・French IndoChina currency regime" that would threaten British Malay, and Dutch IndoChina.

CCP changed its nuclear policy from promoting peaceful usage of the nuclear energy to developing the technology of nuclear weapons in 1960. It isolated China in the socialist states circle which was lead by SSSR. By acquiring nuclear weapons, it occurred that the power of the military force exceeded that of the political board CCP. In the absolute condition of isolation, Liu Shao Qi's industry- centered regime corrupted and Mao Ze Dong's hegemony took over it. Next, Mao was forced to fight off the old red army.
