The word "culture" and "civilization" are usually used with the same meaning in our daily life, and also even in several academic fields relating to them. In this paper, I will try to redefine "culture" and "civilization" in concept, and moreover, make the difference clear between these concepts. Culture is a complex that consists of formed ways of life and knowledge gained by human beings while relating with their environments, especially the natural environment. The essential attributes of culture are the common, society (community), diachronic and patrimony. On the other hand, civilization is the historical and progressive "social embodiment" appearing through human beings' social practe with culture. The significance of culture is in its value character, and that of civilization is in its universal progressive character surpassing its home society and working period. This paper is concretely composed as follows: 1. Introduction 2. The definition and essential attributes of culture 3. The definition and essential attributes of civilization 4. The cultural principles of the civilization 5. Conclusion
