In order to study the development of the public school physical education program in Ishikawa prefecture during the Meiji period, I considered the elementary school athletic meets held during the 40th to 45th years of Meiji period. One type of athletic meets was organized at the end of the second decade of Meiji period by the counties or the cities and these were held regularly. Another type of meet, beginning at the latter half of the 20's of Meiji period, was held in conjunction with special events or ceremonies and developed according to the trends of the time. During the latter half of the 30's, the form of the meet was changed to be no longer relevant to the ceremony and in the 42nd year of Meiji, it was established as an independent school athletic meet. Thus the athletic meets had existed in two forms. During the Taisho period, however, the school unit athletic meet became the mainstream of the elementary school athletic meets. In the 40's of Meiji period, the guide line that the athletic meet should be considered an educational activity separate from other school subjects was stated clearly. The athletic meets of the 40's became an event which contributed to the establishement and expansion of the nationalistic education system.
