The present artilce is composed of the following four parts. (1) It is consideration of the neighborhood protest movement that came to aim at the enactment of the public referendum ordinance that came to happen frequently after 1990. (2) The term of "inconvinient facilties" has the extension on newspaper very after 1985, and what kind of facilities came to be called the trouble facilities is clarified. (3) Historical passage in which the neighborhood protest movement that starts enacting the public referendum ordinance in the neighborhood protest movement that happens frequently can be put within the country is chased. (4) The necessity that comes for the ordinance enactment type neighborhood protest movement to appear is clarified from the flow of a current neighborhood protest movement.
