研究の概要(和文):島根県隠岐郡海士町については、「成功事例」として本やネットでたくさん紹介されている。しかし、地域づくりは、永遠に続く話であって、ある時期を切り取って、「成功」とか「失敗」とか評価するものではない。 海士町が「成功」しているとしたら、それは、行政職員が他地域より早く危機意識を持ったこと、そして地域を良くするには自分達が何かやるしかないと認識し、それを実行し続けていることだ。 イノベーティブなのは、地域を活性化するのに、I ターン者を上手に活用していることである。I ターン者の活用は、最近では、国の政策にも取り入れられているが、海士町は、これをいち早く行った。今では、彼らが町の方向性を打ち出すまでになっている。 現在は、行政職員とI ターン者が中心になっているが、将来的には、地域の人たちが中核になって地域づくりを担うことを目指し、平成19年度から、人づくりを重点施策としている。町の目指す人づくりの指針を「人間力」=「持続可能な地域社会を創る力」と定義。これを保育園から高校まで、地域ぐるみで「共育」しようというのだ。「仕事がないから帰れない」と思うのではなく、「大好きな島で仕事をつくりに帰る」という志のある人材を育てようとしている。息の長い話だが、10年も経てば成果も出てくるだろう。 海士町の事例から読み取れることは、「地域づくり」は、まず一歩踏み出すこと、それを継続することである。10年続ければ、次のステップが始まり、さらに10年続ければ、傍から「成功」と言われて注目されるようになり、そこで天狗にならずに、さらに10年続ければ、また新しいフェーズに向かう。終わりのない日々の積み重ねが「地域づくり」の本質といえる。研究の概要(英文):Amacho, Oki-gun, Shimane is introduced by a book and a net as "a success example" a lot. However, community improvement is a talk to continue forever and cuts a certain time and is not "success" and "failure" and a thing to evaluate. I want to point out that Amacho succeeded. Members of young administrative occupation recognize it to make a town better from the time that is earlier than other areas when themselves cannot but carry it out, and they are to continue it. It is to utilize "persons of I turn" who are immigrant from the city, well that Amacho is innovative to activate an area. The utilization of "the person of I turn" as adopted in the policy of the country in these days, but Amacho carried this out from early time. It becomes before they propose the directionality of the town now. Members of administrative occupation and "persons of I turn" perform the community improvement of Amacho energetically at the present, but aim at it is with the core, and local people carrying community improvement in the future. In Amacho, I assume "the making of human being power" a key measure from 2007. "Human being power" = defines the indicator made with the person whom the town aims at as "power to make a sustainable community". Amacho is going to raise such a talented person together with the whole area from a nursery school to the high school. Amacho is going to bring up a talented person with the will to "return to make work in a favorite island" not a talented person of the passiveness "not to be able to return because there is not work". It is a long-standing story, but the result will come out in 10 years. It is that "the community improvement" continues thing, it which at first one step embarks on that I can read it from an example of Amacho. If you come to be able to begin the next step as for you aiming at community improvement if you continue it for ten years, and you continue it more for ten years, you are said to be "success" from the side and come to attract attention. You can go again for a new phase if you continue it more for ten years without being in seventh heaven there. It may be said that daily accumulation without the end is essence of "the community improvement".
