Access city road for Higashi-Ogishima is only submarine tunnel now. Therefore, it has some problem. These are traffic jam on rush hour and redundancy. And then, it gets on new city road project. This study evaluates environment and disaster measure that does not include cost-benefit analysis. In the conclusion, Concern of environment can expect improvement 4 indexes and calculate benefit. These are CO 2 , NOx, PM and SO 2 . The total benefit is about 1.87 billion yen. Disaster measures can expect to cancel of a detour and improve other area. Weak point is improved about 1.5~3 points.
