The paper analyzes the problem of village debts in China on the basis of both theory and practice. It explores its present situation, harmfulness, and deep layer causes. Therefore, solutions have been suggested. There are four sections in the paper. Section I. The history and present situation of village debts. The section is mainly focused on Changshan Town, Jilin Province. And it also makes a general study of village debts' situation of other towns in China. Thus, a conclusion, that village debts in China is out of control, has been drawn. The scale and the complicatedness of formation causes anxiety. It poses potential problems for the healthy development of village economy. It is hard to eliminate the heavy burden. Section II. Features and negative influence of village debts. The section expounds village debts' complicatedness, durability and sensitiveness. Village debts not only affect the healthy and steady development of village economy, but do harm to the stability of village society, even menace the security of the state's economy as well. Section III. An analysis of causes of village debts. The section suggests that the causes of uncontrolled village debts result from financial, even political system. Section IV. Solutions to eliminating village debts in present system. The section explores the feasible measures of governing village debts at the present phase from the aspects as follows; establishing and gradually improving public financial system in China; speeding up the reformation of village financial system and adjustment of financial policies; constructing a complete socialized service system of village economy.
