The purpose of this paper is to analyze aspect of conflicts of interest in a present high school reform in Japan. Recently the situation of high school has been changing dramatically. The high school reform in recent years aims at "Individuation" and "Diversification". In the recent studies, hope that the reform based on an independent judgment of the school is done to this educational by the achievement of this educational reform. However, there has not been enough study. In this paper, I have described the change of the systems of entrance examination in Nagasaki prefecture in recent years. The feature of the case is following : ・In the high school entrance examination system of Nagasaki Prefecture, the value of "Equality" was valued long, and it was the one in contradiction to the directionality of a present reform. ・Examination system that values equality (a joint selective examination) was completely abolished in 2003 through a phased changing. ・The reform from "Homogeneous School" to "Characteristic School" accompanied the great difficulty. I pointed out some administrative strategies for the high school reform in the last part of this paper. First, it progresses as two or more elements relating to a present high school educational reform, for instance, it is internal of school as an educational policy, a political factor, and an inner factor as an external factor management. Second, at each schools, it is necessary to reform the school culture and the school organizational culture to making "Characteristic School ".
