According to the U.S. Code, the term "covert action" means an activity or activities of the United States Government to infl uence political, economic, or military conditions abroad, where it is intended that the role of the United States Government will not be apparent or acknowledged publicly. Osama bin Laden was killed when U.S. forces stormed his compound in Abbottabad, Pakistan, in the early hours of May 2, 2011. CIA Director Leon E. Panetta said this was what's called a "Title 50" operation, which is a covert operation, and it comes directly from the President of the United States. The Abbottabad raid illustrates the post-9/11 security environment convergence of military and intelligence operations. This article focuses on the problem with both using military personnel to conduct covert action and using them without a military chain of command.

The targeted killing policy by the U.S. government as part of its counterterrorism strategy has become a new political issue in the United States. The driving force behind the new mode of warfare, called the Predator drone warfare, that makes targeted killing possible is the existence of drones supported by remarkable technological innovation. The purpose of this article is to clarify problems with U.S. targeted killing by drones and thereby to consider what lies ahead for this new military policy.

The swimming behavior of small aquatic insects was analyzed by a digital high speed camera system. The test aquatic insects were some kinds of water beetles. It was found that the average thrust force of water beetles arises from the drag difference between the power stroke and the recovery stroke in beating movement of their hindlegs. A swimming mechanism based on the kinematic analysis of water beetle swimming was designed and produced. A swimming mechanism was composed of polystyrene foam resin body, permanent magnet, and polyethyleneterephthalate film fin. A swimming mechanism was driven by the magnetic torque acting on the permanent magnet in the alternating magnetic field. Locomotion characteristics of a swimming mechanism were studied. It was found that the swimming velocity of the mechanism depends on the frequency of alternating magnetic field. The flow field around a swimming mechanism was visualized by slow shutter speed photograph. Experimental data are useful to design of micro swimming robot.

Recently, many researchers have been developing the various types of micro aerial vehicles (MAV). These developments are conducted on the basis of the computational and experimental fluid dynamics studies. We believe that the findings from the winged seed of plants would serve useful information for the development of such aerial vehicles. In this study, we investigated the gliding performance of the winged seed of Alsomitra macrocarpa. Furthermore, the microasperity structure on the surface of the seed was observed and measured using the conforcal laser microscope.
