This paper is to find the various factors that promoted the reform in the process of changing the ALT (foreign language guidance assistant) system, which had been independently implemented by the Ministry of Education, to the system of joint operation of the Ministry of Foreign Affair, Ministry of Internal Affairs and Communications.Not just simply reviewing the process until the reform of the system, it revealed the factors that influenced the change in the 'policy idea' that penetrated the system, by analyzing the reports of various actors( individuals and organizations) involved in the policy process on the system, along with the social and political situations of the time. In addition to the social situation (environmental factors), the official and unofficial policy network( institutional factors) consisting of these actors, as well as individuals and groups( actors) that wereinfluencing the policy process, focusing on the point of 'historical institutional theory', the methodology of political science, identified the current ALT system as a 'historical system' and discussed its irrationality.
