平成27年4 月より施行された「子ども・子育て支援新制度」により、子ども・子育て支援のあり方が変化しようとしている。平成26 年より著者二人は、それぞれ鈴鹿市(長澤)、津市、亀山市(田口)の「子ども・子育て支援会議」で、各市の子ども・子育て支援計画の策定に携わってきた。3市の「子ども・子育て支援会議」の議論から、教育・保育(保育所・幼稚園、認定こども園)および子育て支援事業(延長保育事業、放課後児童健全育成事業、地域子育て支援拠点事業、一時預かり事業)の現状とこれからについて明らかにしていく。The implementation of "The Comprehensive Support System for Children and Childrearing" in April 2015 changed the methods for supporting child-rearing in Japan. From 2014, the two authors of this article were involved in establishing the guidelines for supporting child-rearing in the city of Suzuka (Nagasawa), Tsu and Kameyama (Taguchi). Based on the discussions of "The Committee for the Implementation of The Comprehensive Support System for Children and Child-rearing" in the above-mentioned cities, this article aims to explain the current situation regarding education and childcare (nursery, kindergarten, centers for early childhood education and care) and child-rearing support (extended-hours childcare, after-school childcare, child-rearing support centers, on-demand childcare) in Japan.

Power which makes subject direct a certain way works on student guidance. In this article, the relation between Power and student guidance is examined based on Foucault's theories of Power. Then problems of student guidance from view of Power are clarified.

I believe that human infants are cooperaitonal originally, so development and learning occur in cooperation. However there is a certain view which considers development and learning as individualistic, independent, and self-sufficiently process. Such views consider cooperative learning as one of teaching methods, and deprive learning of cooperationality. It is L.S.Vygotsky and M.Tomasello who emphasis cruciality of cooperationality in development and learning. They found unique characteristics of human development in cooperationality.
