This paper aims to clarify the contents and historical significance of a new CAP reform initiative. The European Commission is offering a view of having the new CAP reform in place from 1st January 2014. In preparing the reform implementation, the European Commission presented on 18 November 2010 a Communication on "The CAP towards 2020" which outlined policy option for the future CAP. Following public debates on Common Agricultural Policy's future, the Commission presented on 12 October 2011 a set of legal proposals. This paper examines a Communication and legal proposals in detail. Its analysis takes place from the price policy, direct payment system and rural development policy. The former two is the first pillar of CAP, and the latter one is the second pillar of CAP. In the new CAP reform, the simplification of the first pillar of the CAP will be come into force and the rural development policy should be core of the CAP. This is a basic feature of the new CAP reform. It is orienting greening of the CAP, because the WTO green box compatible reform is needed. In addition to its cause, the budget reducing pressure also is to larger extent increasing. Due to the two serious constraints the new CAP reform would be a critical compilation of a series of historical agricultural policy reforms since the Mac-Sharry reform of 1992.欧文抄録: p.185
