Cooperateive learning and PBL ( project based learning or problem based learning ) attract attention because the effect of these methods is said to be high. In this paper, the author tries to consider why they are effective. Cooperative learning and PBL are based on group work. The group work was deveroped by the educational method of the Boy Scouts ( called by the Scout Method ). Therefore, it can be said that the essence of cooperative learning and PBL are understood by analyzing the Scout Method. We will consider the essence of the Scout Method. Furthemore, the author reports a trial of the lesson improvement based on the Scout Method.
