This article considers the requirements that enable a public library to implement events forimmigrants by analyzing the outcomes of participant observation and interview with thelibrarians at Entresse Library in Espoo, Finland. As a result, some factors; employment offoreign citizens as librarians, cooperation with civic associations, facilities for enjoying musicand eating, and introduction of the latest equipment, are thought to be necessary for publiclibraries to function as the learning institutions for immigrants.
