Recently, high speed data, video or multimedia information rapidly increase in their quantities in digital networks. These information is mainly transmitted using burst type transfer methods such as packet communication, frame relay, cell relay and IP (Internet Protocol) datagram transmission. These transmission systems are required to have higher bit rate and shorter dely time. This paper proposes a new transfer system named information rate switching system, which aims to achieve higher average bit rate and shorter average delay time than ARQ (automatic repeat request) system. In this system, Information bit rate is switched to decrease or increase the information bit rate whether errors occur or not during information receiving and delay time is decreased by eliminating repeat request function. Other two systems, one is the matrix arrangement system which is formerly proposed by the authors and the other is the existent ARQ system, are treated, and the characteristics of these three systems are compared theoretically and numerically from the stand points of correctly received average transfer bit rate and average delay time which are defined as evaluation criterion. Obtained results demonstrate that proposed system is very useful for burst transfer system and the other two systems have their own application coverage.
