After 9.11 Terrorism in the United States in 2001, every countries and regions became markedly sensitive to terrorism. Global trades have also been forced to prepare strategies for terrorism. Under these conditions, the general assembly of World Customs Organization (WCO) adopted the "Basic Framework of Standards to Secure and Facilitate Global Trade" in June, 2005. In addition, Asia-Pacific Economic Cooperation (APEC) adopted the APEC Framework (Implementation of APEC Framework Based on the WCO Framework of Standards to Secure and Facilitate the Global Trade ) . This article analyzes the outline and background of the Framework of WCO, and discusses the practical experience of Japan on Authorized Economic Operators (AEO), the core of the Framework.
