@T_Shud I don't know for sure. Based on studies like this https://t.co/6PA6Jql1GK one I've used the assumption that ~10ng per gram burned is reasonable estimate. Assuming a million pounds of vinyl chloride burned that should come to 4.5 grams total. Less than the weight of a quarter.

It study on the combustion PVC and various temperatures. Based on there figures I was using a number 10ng of total dioxins per gram burned. As for quantity burned I assumed 450,000 kilos as estimate for a million pounds.
