In 1957, the Ministry of Education in Japan asked local education authorities to evaluate teachers' work every year and showed the Ministry's plan for it. Japan Teachers' Union fighted against it severely. In 1959, the education authority in Nagano Prefecture ruled the system of evaluation different from the Ministry's plan. Nevertheless, many teachers resisted it, and Nagano Teachers' Union of Senior High School went to suit. But this suit was rejected finally in 1972 by the Supreme Court. After the negotiation for many years between the authority and teachers' unions, the evaluation was stopped in 1973. But in 1976, the authority ruled the new system of evaluation. This report aims to write the processes of the first and the second teacher evaluation problems.
