Tenri high School was established to educate the students from the Tenri-kyo believers' family. The education based on the philosophy of Tenri-kyo has been done there. Even though as the background of teaching there is the paticular unique God (Tenrioh-no-mikoto=Oyagami) originated from the religion of Tenri-kyo, the education in that school seems to provide universal resourse for ethical education in general. In this paper I tried to review the principle of Tenri-kyo and from the point of teaching ethics, by students' impressions and evaluations toward entire school life. Thus I would like to extract possibility for ethical education.

In 1957, the Ministry of Education in Japan asked local education authorities to evaluate teachers' work every year and showed the Ministry's plan for it. Japan Teachers' Union fighted against it severely. In 1959, the education authority in Nagano Prefecture ruled the system of evaluation different from the Ministry's plan. Nevertheless, many teachers resisted it, and Nagano Teachers' Union of Senior High School went to suit. But this suit was rejected finally in 1972 by the Supreme Court. After the negotiation for many years between the authority and teachers' unions, the evaluation was stopped in 1973. But in 1976, the authority ruled the new system of evaluation. This report aims to write the processes of the first and the second teacher evaluation problems.

In 1826,the New York Free School Society changed its charter and renamed itself as the New York Public School Society. Accompanied with this single substitution of Public for Free was a transformation of tution system. In this year, the Society firstly charged tution fees according to economic abilities of parents. But in 1832,only six years' experiences, this tution system was abandaned. In this study, I try to examine why the tution-system was changed between 1826 and 1832. Part 1 deals with rationales proposed by the Society, for and against tution fees. In Part 2,Special attention will be focused upon controversies between the Society and the Working Men.
