Cultural administration in Japan matured in the 1980' s. It was partly because people had begun to seek not only material affluence but spiritual and personal fulfilment after going through the experience of environmental pollution, and partly because a rapid increase in interest among Japanese in culture and cultural pursuits expected much of measures concerning cultural affairs to the government and the local authorities. The key words that promoted the cultural administration in those days were "Age of Culture" (Bunka-no-zidai)and "Age of Local Areas" (Chiho\^^^-no-zidai). There two words are significant and meaningful in cultural policy of today. In this paper, I want to make clear why these key words had been professed in the 1980' s and how those had functioned on cultural administration.
