American Association of Fundraising Counsel estimated total charitable contributions in the United States of America at $203.45 billion for 2000, 2.0 percent of Gross Domestic Product. As for the corporate giving, total corporate charitable contributions were estimated to have been $10.86 billion in 2000, an increase of 12.1 percent over 1999. In the history of charitable contributions in the United States of America, the role of business corporations were not so important in amount owing to the doctrine of ultra vires. In the case of A.P. Smith MFG. CO. v. Barlow et al., Supreme Court of New Jersey declared that business corporation's contribution for general maintenance of privately supported educational institution was not an ultra vires act, and that corporate power to make reasonable charitable contributions existed under modern conditions. This was a turning point in the history of corporate charitable contributions. The aim of this paper is to analyze the case and the influences in the history of corporate charitable contributions.

Cultural administration in Japan matured in the 1980' s. It was partly because people had begun to seek not only material affluence but spiritual and personal fulfilment after going through the experience of environmental pollution, and partly because a rapid increase in interest among Japanese in culture and cultural pursuits expected much of measures concerning cultural affairs to the government and the local authorities. The key words that promoted the cultural administration in those days were "Age of Culture" (Bunka-no-zidai)and "Age of Local Areas" (Chiho\^^^-no-zidai). There two words are significant and meaningful in cultural policy of today. In this paper, I want to make clear why these key words had been professed in the 1980' s and how those had functioned on cultural administration.

Art support by the federal government through NBA has not occupied a big part on the whole as for the art support in the United States. But, NEA has played an important role for the promotion of the U.S. culture, through more than 115,000 NEA grants since its foundation in 1965. The culture war, the confusion of the beliefs and values of the American public in recent years, has exerted a big influence on this NEA as well. Shocking works of Serrano and Mapplethorpe were repulsed from the traditional values of the American public, and the movement to abolish or to restrict NEA support was expanded. Because of this, Congress made some amendments related to the NEA aid in 1989 and 1990. Then NEA became careful for the aid for the controversial arts activities, and didn't recognize the application for Finley. Finley challenged the amendment as violating unconstitutionaly the freedom of the expression of 1st Amendment. This paper tries to analyze the case of NEA v. Finley along with the legislation process of the NEA aid limitation, and also to examine the relation between the direct governmental art support and the congressional control.
