Finland is the only country of the European Democratic Countries which has concluded The Treaty of Mutual Aid with Soviet Union. Finland has been acknowleding her own foreign bolicy as 'pro-Soviet and Neutralistic', but her peculiar circumstances to the Soviet Union has been called 'Finlandization' in the branch of Political Science. Since Prime Minister Nakasone addressed the audience in his way side speech on the day of the announcement of the election of the House of Councilors as if it (Japan) did nothing to prepare for defending our own country, it (Japan) would become such a country as Finland, which seems like a pseudo-satellite state of the Soviet Union, and aroused criticism, 'Finlandzation' has been an object of discussion in our country. There are now different definitions of 'Finlandization', i.e. N. Elviek says 'It is the condition that a certain country is gradually being controlled by the affairs of the state from her diplomacy to her domestic administration due to having repeated its concessions to tee Soviet Union diplomatically by tha country and Osamu Eya says, 'It is the way how a lesser power, neighboring a superpowers (like U.S.A. and the Soviet Union) maintains her neutrality, keeps her independence by its clever diplomacy, without losing her sovereignty and so on. I'd like to demonstrate which definition is the nearest one to the truth of 'Finlandization.
