ここでは災害弱者とはだれかを考える,新しい現実の創出である災害は,人々の新しい環境への再適応を強いる.その際に,特別なニーズを持つ人々があり,そうしたニーズにどこまで対応できるかが災害対応の質を決めている.従来は人々の善意にようて支えられてきた労働集約的なこうした対応をより効果的かつ効率的にすすめるためにどのような情報処理システムが必要かを議論する.This paper will discuss the problems for those who have special needs at the time of disaster. PSN in disaster needs some assistance to overcome their handicap in order to adapt themselves to a new reality created by a disaster. Computerized information management sysytem could be a great help for more effective and efficient support. An ethnographic account will be given.
