本稿の目的は、戦前・戦中期における傷痍軍人援護政策の史的展開を考察し、傷痍軍人援護政策における当時の実態と政策意図、あるいは行政と政策との乖離を歴史的分析および日韓比較を通じて解明することにある。戦前の日本においては、国家による障害者福祉政策はまず傷痍軍人に対する職業保護政策という、極めて軍事的色彩の強い政策として出発した。そこで、本稿は戦前・戦中期に実施された臨時軍事援護部の設置から傷兵保護院の設置、さらには軍事保護院の設置に至るまでの傷痍軍人援護政策について、実証的に検証した。This paper examined historical development of the relief policy for disabled veterans before and during WWⅡ. Specifically, comparative study between Japan and Korea, in addition to the historical analysis, was employed to elucidate the reality and purpose of such policy at the time and deviation of administration from the policy. In the pre-war Japan, the welfare programs for the disabled by the national government started out militarily,i.e., the job security policy for the disabled war veterans. Against this backdrop, the relief programs for the disabled veterans were empirically studied through organizational development; first the establishment of Rinji Gunji Engobu (provisional relief bureau for the military retired), second, Shohei Hogoin (home for wounded soldiers), and third Gunji Hogoin (institution to support the disabled veterans).
